No source package for libiconv2-1.11-1

  Yes.  I can see one at

http://www.mirror.ac.uk/mirror/sources.redhat.com/ftp/cygwin/release/libiconv/

and libiconv2's setup.hint includes the line "external-source: libiconv", so
I'm not sure why it didn't work, it looks like it ought to have.
