I think you must have something interfering with your download like a
company/campus transparent proxy. It works fine here:
$ wget -q -O -
http://mirrors.kernel.org/sourceware/cygwin/release/patch/patch-2.5.8-9.tar.bz2
| md5sum -
3d583f7ac459563ee6f45e75af254420 *-
