Problem building GCC on Cygwin on Vista

Okay getfacl is reporting 'user::---' rather than 'user::rwx' for depcomp on 
my patched version of GCC.

This leads to two questions ...

How do I modify this to be correct ?

Why is it different from gcc-4.2.0's ?
