Setup.exe stalls on gettext-runtime.mo

When Setup.exe gets to gettext-runtime.mo it stalls indefinitely, blinking:

   /usr/share/locale/zh_HK/LC_MESSAGES/gettext-runtime.mo

This has happened when downloading from 2 different sites,

   ftp.gtlib.gatech.edu
   ftp.planetmirror.com

I have tried removing

 
ftp%3a%2f%2fftp.planetmirror.com%2fpub%2fsourceware%2fcygwin/release/gettext/

which contains

-rw-------  1 root root 179457 Feb  1 15:03 gettext-0.15-1.tar.bz2

with no effect. I have tried removing gettext from the list to install, 
but it still gets included.

This is XP on VMWare on Linux. Any help would be appreciated.
