Can I download packages and install seperately

You obviously haven't looked too closely at "setup.exe".  While it's
default mode is to download and install, you have the option of just
downloading and, later, installing from a local directory.  If you check
the email archives, you'll see many requests like yours and many pointers
to the functionality I just mentioned.
