No posix_fallocate support?

Still?  It didn't exist so far, except in CVS.  Did you install the
header files as well or only the DLL?  The 1.5.24 headers are obviously
lacking the prototype. 

Please keep in mind that the CVS version of Cygwin is far from ready for
production use.
