Those were all dummy packages containing bzipped 0-byte files that were
replaced with bzipped empty tar files so as to avoid a setup.exe warning
about unknown tar format. See
<http://cygwin.com/ml/cygwin-apps/2008-04/threads.html#00101>.
It shouldn't be an issue in the future due to
<http://cygwin.com/ml/cygwin-apps-cvs/2008-q2/msg00004.html> and due to
the fact that the tar format checking stuff isn't in the released
version of setup.exe.
