using a single instance of vim in cygwin

Plain vim is explicitly build without X support, which is required for
the clientserver option.  This should work with gvim under X, though.
If you want to use plain vim, just build it yourself.  Plain vim for
Cygwin is configured with

  --without-x --enable-gui=no --with-features=huge
