cpan DBD::SQLite failing tests

cygwin:

I am attempting to install Perl DBD::SQL via CPAN on a fresh
installation of Cygwin, but it fails the tests (see attached cpan.out).


Per http://www.cygwin.com/problems.html, cygcheck.out is attached.


Any suggestions?
