setup.exe fails uninstalling cygrunsrv

When I run setup.exe, it seems to want to update cygrunsrv.  However,
after downloading and while trying to uninstall cygrunsrv, it fails
giving me the Windows fault message.  It apologises, but that does not
seem to be much consolation.  Any suggestions?
