error in using cygrunsrv to run sshd as a service

Hi 

I have a windows XP host installed with cygwin sshd. Recently, I found I
could not run cygrunsrv to start the service. However, I can use
"/usr/sbin/sshd" to start the daemon. How can I debug this issue?
