Download Cygwin once and intall it several times

If 'setup.log*' doesn't show anything of interest, I'd say you have nothing
to loose by trying that. ;-)

You can also try picking one or more of the postinstall scripts and manually
rerunning them.  If you get failures, you'll see them.
