full control for non owner and resulting 'cp' created file perms

cp -p alone won't, but you could always do e.g.

$ cp -p file file2 && setfacl -f <(getfacl file) file2

I suppose "xcopy /o" is also an option, but obviously that won't grok
POSIX paths.
