writing to /proc file system

I would have thought that /proc/registry might be writable, at least
in as far as one had permissions to do so using other tools.

(I suppose that the above carries a hidden request to add regtool-type
functions to the cygwin1.dll.  That's not my intent; I almost never
modify the registry.)
