? is an illegal character in the native windows filesystems.  Cygwin
has a feature to automatically rename illegal characters, managed
mounts.  See http://www.cygwin.com/faq/faq.using.html#faq.using.case-sensitive

This is likely the result of the tar file having an illegal filename,
based on your previous comment.

Managed mounts exist to automatically do the renaming for you.  See
