1.5.25-15 Install Problems (unexpected quit)

Hi,
I am running windows XP SP2 and I am trying to install Cygwin. Whenever 
I use the setup.exe to install fromt eh web it will download the 
packageas I have chosen, then it wil get to 99% and will give the 
message "Setup.exe has encountered a problem and needs to quit" The same 
thing happens when I try to install form local direectory, setup.exe 
encouters a problem and needs to quit.
