ssh login to localhost is toooooo slow

[sky@cygwin:~] time ssh ftp2 sleep 1

real    0m1.404s
user    0m0.061s
sys     0m0.093s
[sky@cygwin:~] time ssh localhost sleep 1

real    0m10.651s
user    0m0.140s
sys     0m0.093s
[sky@cygwin:~]

I have "useDNS no" item in /etc/sshd_config
[sky@cygwin:~] grep DNS /etc/sshd_config
UseDNS no

[sky@cygwin:~] cygcheck.exe -V
cygcheck version 1.90.4.1

I also attach the result of 'cygcheck -c'

what other infomation can I supply?
