Sorry for responding to my own message, but it turns out that this has 
nothing to do with xdvi.  I've also found that epstopdf doesn't work 
with ghostscript 8.63.  It exits quickly with no error message, and no 
pdf file is produced.  Again, it works fine with ghostscript 8.62.  My 
cygcheck output is attached.
