[openssh] unnatended instalation + forcing service account

Cygwin Package Information

~ $ diff -u /usr/bin/ssh-host-config /usr/local/bin/ssh-host-config
>ssh-host-config.diff
It implements the use of the -f option of csih, when --yes or --no
options are used in ssh-host-config.
AND adds a -u | --user option to nominate the service account in an
explicit way (with the -u option of csih).
I've done some minimal tests and it seems ok.
