Can't build PHP 5.3.1 under Cygwin 1.7.0-68

No, the script is correctly called xml2-config and it is part of the 
libxml2-devel package.

OTOH, PHP is a very difficult package to build correctly.  You may wish 
to use the packages available in Cygwin Ports[1] rather than try to 
build this yourself.
