setup 1.7.1 hangs on 000-cygwin-post-install.sh

I saw something similar a while back. I "fixed" it by doing the following:

1) launch an ash shell from a cmd window
2) run rebaseall (google for more instructions on this).
3) re-run setup (this will attempt again to run any uncompleted
postinstall scripts from the previous attempt).
