Incorrect codepage numbers in 1.7 guide

A couple of small mistakes in
http://cygwin.com/1.7/cygwin-ug-net/setup-locale.html#setup-locale-charsetlist:
ISO-8859-13 and -15 have codepage numbers 28603 and 28605, not 28563
and 28565.
