ssh-host-config on Win2k3

Hello,

I am having trouble geting the ssh host to start on windows server 2003, it tells me that
the command 'ssh-host-config' is not found. I am also unable to start 'ssh-user-config'.
I have 'ssh-host-config -y' and it still does not work.
