1.5.25: Regtool can not find registry?

Two thoughts:

   1. Try running this under 'strace' to see if you can spot something.

   2. Remove the values from your CYGWIN environment variable and
      reboot.

Either of these two thoughts may lead nowhere but that's the best I can
come up with.
