I think you've done your due diligence by reporting the problem and the
likely fix (with patch).  It is up to the Cygwin maintainer of inetutils
to decide when is the right time to incorporate this into the Cygwin
package (i.e. wait for the upstream release, role Cygwin's own, etc.)
