Oh. Hmmm, I think that anything should not occur.

No. I think that only setlocale() has to do the check.
The reason:
- setlocale(LC_CTYPE, "C") is called from Cygwin startup.
- The following code become valid.
setenv("LANG", "...");
setlocale(LC_ALL, "");
