[ANNOUNCEMENT] [1.7] Updated setup-1.7.exe (2.656)

I just uploaded another new setup-1.7.exe (2.656) to
http://cygwin.com/setup-1.7.exe, which contains a couple of
changes and bug fixes, for instance:

- Create the local package dir if it doesn't exist.

- Create directories with access rights which are more friendly to
  native Windows processes.

- Fix a potential crash on some Windows systems when trying to create
  Desktop and Start Menu entries.

Please replace your local version of setup-1.7.exe with this one.
