That looks like it's inherited from Windows. Cygwin won't set HOME if
it's already set in the Windows environment.

Ah. IIRC, if you're logging into Cygwin as a user other than the one
who set it up, you'll have to use mkpasswd to add that user to the
Cygwin environment.
