Select Packages blows up to full-screen (setup-1.7.exe)

Resizing doesn't work for me.  I click to change it from full-screen
to a window.  Then I made it taller to see all the choices.  Went
through the setup, and exited.  Next time, it goes back to full-screen
again at the "Select Packages" stage.

What do you need to see to debug this?
