1.7.1: dash/ash test -x broken?

I recently upgraded to 1.7.1.
I have noticed that dash/ash shell scripts which test for the
executability of files don't work. For example, the maven build
application comes with a 'mvn' script which contains this line:
if [ ! -x "$JAVACMD" ] ; then
print error message
fi
This script runs perfectly in bash. But when executing with dash/ash,
it prints the error message (meaning the -x test failed) unless I change
'[' to /bin/test (not using the built-in test), in which case it works
properly. That certainly point to the built-in dash/ash 'test' command.
I believe there is also a similar issue with test -w.
Suggestions?
Cygwin 1.7.1
Windows XP Professional Ver 5.1 Build 2600 Service Pack 2
dash 0.5.5.1-2
bash 3.2.49-23
