About SystemC installation in Cygwin

Their instructions for installing Cygwin are valid:
  "Hop over to cygwin's website and follow the installation procedure."

Perhaps 'configure' didn't succeed: normally it would create 'Makefile',
but 'make' says there is no makefile.
