setup.exe Parse errors

This note reports my problem in updating cygwin January 5, 2010. I
chose to do this because I can not get an
Xterm to start from a remote login to our main computer. I can run
some CAD sW ( Cadence ) and not others
"nedit" remotely. Window appears but when a the focus is on the new
Xterm window and I enter any kb letter the
window disappears.
Please find: Problem description and attempts to solve it,
Setup.log.full and excerpts setup.log for
12/22/09 successful install and 1/5/10 unsuccessful install. -

Problem: Can not update Cygwin installed ~Dec 22, 2009
1. Installed several "fresh" copies of setup.exe ( 2.573.2.3 )
2. Ran with and without Symantic Endpoint Protection enabled
No other Virus SW installed.
3. Rebooted computer,download fresh copy, fails exactly as before.
Action Description ( result the same each time I run as described below. )
