Problem Updating using cygwin.exe

This note reports my problem in updating cygwin January 5, 2010.   I 
chose to update cygwin because  of problems
with spawning   Xterm windows  from a remote  login to our main 
computer.   I can run some CAD sW  ( Cadence ) and not others  "nedit" 
remotely.   Window appears but when a the focus is on the new Xterm 
window and I enter any kb letter the   window disappears.  In any 
event   the  problem I am currently reporing concerns updating cygwin.

 Please find:    Problem description and attempts to solve it,

      12/22/09  successful first  install and 
      1/5/10  unsuccessful install.

Problem: Can not update  Cygwin    installed ~Dec 22, 2009

1. Installed several "fresh" copies of setup.exe  ( 2.573.2.3 )    
2. Ran with and without  Symantic Endpoint Protection enabled
   No other Virus SW installed.   
3.   Rebooted computer,download fresh copy, fails exactly as before.

 Action Description  ( result the same each time I run as described below. )

Error message " The current ini file is from a newer version fo 
setup.exr. If youhave any trouble installing, please download a fresh

 click on "OK"

Tried the setup "debug" version   no difference....
