That's possible.  I haven't dug into 'cygcheck' source to look for the
real answer.  I only did a quick verify with:

   zcat /etc/setup/perl-ming.lst.gz | xargs ls -1

I did this from '/'.  But since 'cygcheck' doesn't use Cygwin, there
could be file name issues there.
