Cygwin install issue

As 1.5 is legacy, it is no longer supported by this list.  So you're really
on your own if you still with this version.

C:\cygwin\usr\bin should not exist.  /usr/bin is supposed to be a mount
to C:/cygwin/bin.  You can check that.
