how to create a wrapper chmod.exe for cygwin 1.7

In cygwin 1.7 chmod does not work with MS DOS style paths and I need to convert these paths to POSIX style paths before doing the chmod

Is there a way to create a wrapper chmod.exe that will do this conversion and then perform the chmod operation.
