Error: unable to access or write to root dir: \cygdrive\e\7x27\1423_sp

Hi,

I am trying to run a perl script that tries to create a new folder in the
root directory cygdrive\e\7x27\1423_sp.But I keep getting the following
error.I am running this on a windows machine.Can someone help me to find out
the reason?

Error: unable to access or write to root dir: \cygdrive\e\7x27\1423_sp
