libproxy-devel-0.4.0-1 missing libproxy.la

My subversion build dies because it can't find /usr/lib/libproxy.la.
libproxy-devel-0.2.3-1 contained this file, but -0.4.0-1 does not.

Is this a packaging error? Or do I need to try to work around this in
the subversion build?
