To answer my own question: Yes, you can use
(global-set-key (kbd "M-[ 1 ; 8 u" ...))
to bind Ctrl+Alt+Shift+5 in mintty.

So, now that I know a better work-around, is this a bug in cygwin, 
mintty, or cygwin-emacs?
