R: Eclipse and cygwin

yes. The default installation is minimal and the full installation is HUGE, so you need to tailor the 
selection to your needs.

The cygwin path is available inside cygwin shells (like bash) 
but usually it is not added to the windows path.
If you need it you should add manually.
