Bad owner or permissions on .../config

Not working :\

$ ssh localhost
Bad owner or permissions on /cygdrive/c/Users/Ted/.ssh/config

$ ll
total 15K
4.0K -rw-r--r--+ 1 Administrators 1.4K Apr  6 18:39 authorized_key
1.0K -rw-r--r--+ 1 Administrators   25 Feb 22 19:29 config
1.0K -rw-r--r--+ 1 Ted             668 Apr  6 18:39 id_dsa
1.0K -rw-r--r--+ 1 Ted             611 Apr  6 18:39 id_dsa.pub
4.0K -rw-r--r--+ 1 Administrators 1.8K Feb 22 20:10 id_rsa
4.0K -rw-r--r--+ 1 Administrators  807 Feb 22 16:52 known_hosts

$ cd config
bash: cd: config: Not a directory

config is a file.. I thought it was a directory.. p.s. I am in the ~/.ssh
directory.
