A error with tos-check-env

Normally, the answer to this kind of issue is to install the 'rebase'
package, read the README in /usr/share/doc/Cygwin, and then follow
the instructions there to run rebaseall.  In your case, it should be
noted that the version of Cygwin you're running is nearly 7 years out of
date and is no longer supported.  So if the above doesn't work for
you, your best bet is to update your environment (from cygwin 1.5.12 to
1.7.9).
