sshd win2003 CYGWIN_NT-5.2 1.7.7(0.230/5/3)

Hello

Having an issue with Cygwin and sshd service starting.  This was working at one point and these machines were handed off to QA and now when deploying templates from said machine the Cygwin permissions seemed to be fubar'd.  When running Cygwin with any account we have a # prompt instead of a $ prompt and I not sure why.  I was able to get it working on one deployed machine but those steps don't seem to work on the other machines (all machines are identical).   

Typical error when attempting to start it (process starts via cyg_server user):

# net start sshd
The CYGWIN sshd service is starting.
The CYGWIN sshd service could not be started.

The service did not report an error.

Any ideas on what else I can try?
