unable to install srecord onto cygwin

i am unfortunately not very familiar with how installations are done on *nix
machines, even though i use one at home. however at my work we are using
WinXP and Cygwin and i need to install 
http://srecord.sourceforge.net/windows.html Srecord . the problem that i
have happens when i follow the instructions given on the website for
cygwin1.dll independent installation. i get the following messages

$ CC='gcc -mno-cygwin' CXX='g++ -mno-cygwin' ./configure
checking whether the C++ compiler works... no
configure: error: in  `/cygdrive/c/Documents and
Settings/user/Junk/srecord-1.57'
configure: error: C++ compiler cannot create executables
See `config.log' for more details

can someone explain what the issue is and how to fix it? any help is
appreciated.
