Cygwin1.dll Init method hangs

Hi All,

When I call the method "cygwin_dll_init" in cygwin1.dll, it hangs. Meaning,
the control doesn't return back. I don't know what may be the issue. 

I observed that, it is working fine in Windows 7 pc. I am facing this issue
only in Windows XP.
