Windows Shortcut That Runs Cygwin Command

Hello all. How would i go about creating a shortcut in Windows 7, that
would run a cygwin-only command along with parameters if required?
Rsync is the one i wish to run at the moment, but i also have a few
more in mind like ssh etc.
