'libintl_setlocate' entry point does not found in 'cygintl-8.dll'.

After latest update when I run 'emacs-x11' or 'gvim' I get standard 
Windows MessageBox:

'libintl_setlocate' entry point does not found in 'cygintl-8.dll'.
