exim-4.76-1 fails to remove lock from spooler on delivery

I have a problem with exim-4.76-1 on my Cygwin installation under Windows 7. On 
having received a message addressed to a local user, exim creates the lock file 
in the /var/spool/mail directory and ... freezes. The message shows up in mailq 
as "frozen". I have to remove the lock file manually, then run exim -M on the 
message ID for its final delivery into the user file.

Here is an example... I send a message from another machine to user "gustav" on 
"yanchep". The message *does* get appended successfully to file "gustav" in the 
spooler. But the lock does not go away and mailq shows the message as still 
frozen.

root@yanchep /var/spool/mail
$ ls -l

-rw-rw-rw- 1 gustav Domain Users 7871 Oct 25 17:19 gustav
-rw-rw-rw- 1 gustav Domain Users    0 Oct 25 17:19 gustav.lock
-rw-rw-rw- 1 root   None            0 Oct 25 16:55 root
root@yanchep /var/spool/mail
$ mailq
 0m   696 LTN4KK-0004JW-PT <gustav@indiana.edu> *** frozen ***
          gustav@yanchep.ovpit.indiana.edu

root@yanchep /var/spool/mail
$

In case this has something to do with permissions, here is what they look like 
on this system:
