sys/getaccess.h when compiling fortran language

I compiled a program called grid search for my research about seismology.
But, when cygwin compiled it, there is an error message:

cc -DUNIX -c -o iaspei_input.o iaspei_input.c
iaspei_input.c:14:27: fatal error: sys/getaccess.h: No such file or directory
compilation terminated.
make: *** [iaspei_input.o] Error 1

I found out that cygwin doesn't have getaccess.h.

Anybody can help me to resolve this issue?
