Ctrl-C issue for Windows program

I tried cygwin-inst-20120415.tar.bz2.

$ uname -a
CYGWIN_NT-5.2 server 1.7.14s(0.260/5/3) 20120415 17:52:03 i686 Cygwin

The issue remains the same.
